Put a new GFI breaker in for the outdoor light, run new wire for that as well. I don't think it's sand, BTW. It's some sort of corrosion. I would suggest taking a piece of wood and placing it on the handle, then wack the wood with a hammer or other tool in the off direction. Start with light taping and slowly get firmer.
